Julius Chang is currently a lecturer in civil engineering at Columbia University, where he teaches graduate and undergraduate courses in construction engineering and management, and a professional associate at HDR, a leading consulting engineering firm. Dr. Chang has over 20 years of practical work experience in the design and management of bridge and tunnel structures. His research interests concern infrastructure asset management and innovative project delivery methods, including public-private partnerships (PPP). Dr.Chang is a registered professional engineer in the State of New York.
